The new system has to universities to facilitate transfer of residual funds from one year to another. This naturally rectors welcome, because it was still a very problematic issue.

Less enthusiasm are part of the amendment, which makes it difficult for schools redistribution of financial subsidies. While college is always received a certain amount of redistribution which individual faculty have decided on their own. Because the amendment would in future receive the money directly to specific programs. Rectors are unhappy with the extremely short time, they were commenting on the amendment. Amend the Act has yet to consider the president and the Senate.
