Forty-seven of sixty-two senators present at the meeting today supported the introduction of tuition fees at universities. The draft bill would allow the university to charge a fee for study by all students. That would be variable according to the state subsidy per student and up to 7683 crowns. Today, the college may claim fee only for those students who exceeded the standard period of study by more than one year. Against the proposal today, senators voted only for the CSSD and the Communists. Five of the 12 senators Christian Democrats abstained.

Senator CSSD Milan Stech last week expressed confidence that the introduction of tuition fees would lead to destabilization and polarization, flat fees clearly rejects Vice CSSD senators Alena Gajduskova. Opposes the proposal to the present nor the Ministry of Education, headed by Petra Buzkova.

One of the translators of the draft, the former rector of the Mining University in Ostrava Vaclav Roubicek of the ODS. According Roubicek, schools would not have to charge a fee in full and a third of these funds would have to devote to social grants. Tuition would, moreover, may be reduced or even waived by the Rector on the basis of social situations or animal studies. Moskovitz considered a fee, which would represent the most three times the base calculated from the state budget investment expenditure per student at public high schools in economically acceptable by all groups in society.

When selecting a maximum charge of all high schools should have school of Senator George Zlatuška (LIRA) came to around two billion. Rector of Masaryk University in Brno, in addition pointed out that free is now possible to study only in six of the twenty five European Union countries.

The draft proposes a transformation among other universities in joint stock companies, which would cover training and applied research. In addition, they were exempt from income tax: In 2002, is diverted to the state budget, only 3.5 million. Schools would get an opportunity to earn themselves paying courses ordered by private firms.

The decision, if you will, from next school year in Czech schools charge fees is now in the hands of the lower house of parliament. But all indications are that the House of the present proposal does not meet with support. Indeed most of the CSSD and the Communists and members of these parties is clearly against the introduction of tuition fees.
